Dear Colleagues and Members of the Executive Board,
Italy fully subscribes to the intervention of the distinguished Delegate of the Kingdom of Denmark in the name of the EU and of his Member and Associate States. We would like first of all to express concern and outrage for the situation in Syria, where protracted gross violations of fundamental human rights are taking places. UNESCO should not remain silent while its core values are so severely breached.
This session of the Executive Board is a very particular one, due to the exceptional financial situation that the Organization is facing. We sincerely hope that the present state of affairs will be only temporary and that UNESCO will soon return to the level of resources necessary to fulfill its mandate. Nevertheless, this difficult situation should not hinder the pace of reforms along the lines that the DG has so appropriately started two years ago. Our Organization must seize this momentum to undertake without hesitation the road to efficiency and streamlining.
But now we need to make the choices outlined in Document 189 EX/15 following the in-depth discussion in the Preparatory WG. We need to identify programs and areas where UNESCO has a clear comparative advantage and concentrate our efforts to deliver in these fields. We therefore cannot accept the logic of linear cuts, that still seems to be the background of the action of some sectors, despite what is stated in part IV of document 15 Addendum 1. It is simply not feasible to keep all programs and activities alive with so little money that they won’t have any impact at all.
Italy has been advocating, even before the present situation, the need of substantial cuts in administrative and staff costs in order to devote more resources to activities. We welcome the savings obtained in areas such as travel, publication and consultancy, but the main cuts are on the budget concerning activities and so the ratio with staff costs has heavily dropped. An accurate human resources policy is needed to tackle this flaw that continues to affect the delivery capacity of UNESCO. Finally, we encourage to pursue the way towards a “digital UNESCO” reducing the use of paper and helping to preserve the environment.

Je souhaiterais maintenant me pencher sur la situation du secteur de la Culture, et notamment sur la fonction de «organisme normatif», l’un des quatre rôles clés de l’Organisation.
Grâce aux Conventions internationales dont elle est dépositaire, l’UNESCO dispose d’un arsenal normatif cohérent, novateur, à l’importance reconnue dans le domaine de la culture. L’objectif de chacune d’elles est avant tout de préserver de sauvegarder la dignité du patrimoine de toutes les cultures. La nécessité de la mise en œuvre des instruments normatifs existants a été un thème central de la dernière conférence générale, notamment en ce qui concerne l’assistance technique et le renforcement des capacités, ainsi que la traduction de leurs principes dans les politiques nationales. Cependant, comme il ressort du document 189 EX 15, la situation budgétaire actuelle a une profonde incidence sur le secteur de la culture et compromet sa capacité de s’acquitter pleinement des obligations statutaires liées aux conventions.
L’organisation des réunions fait peser un lourd fardeau sur le secteur en termes de ressources humaines. Un engagement accru – et à long terme – des Etats partie se rend également nécessaire afin de préserver le fonctionnement de ces instruments juridiques.
Dans ce contexte, l’Italie a décidé de détacher un expert auprès du Secrétariat de la Convention de 2003 et un autre pour assurer un soutien à la mise en œuvre de la Convention de 1970. L’organisation par l’Italie d’une exposition sur les œuvres d’art volées et récupérées, qui aura lieu en juin prochain au siège de l’UNESCO, fournira l’occasion pour sensibiliser les Etats membres et le grand public sur le fléau du trafic illicite des biens culturels.

Permettez-moi de dégager en conclusion un message convaincu d’optimisme dans l’avenir de l’UNESCO. L’Organisation dispose, malgré toutes ces difficultés, de ressources humaines et professionnelles qui lui permettront de transformer une crise en opportunité. Cette session du Conseil exécutif, j’en suis sûr, nous permettra d’aller en avant dans cette direction.
